Cheshire Correctional inmate repeatedly called victim from prison to drop protective order: Warrant

The victim decided to report the excessive calls when she found out the inmate was seeking visitation rights for someone.

CHESHIRE, Conn. — A Cheshire Correctional inmate is facing arrest again, this time for excessively calling someone who had a protective order against him.

Thomas Ibbison, 37, is currently serving time for charges of kidnapping, tampering with a witness, and violation of a protective order he pleaded guilty to last September. State police accuse him of recently making efforts to call the victim involved from prison.

The arrest warrant states that Ibbison made eight calls to the victim within a two-day span this past April, asking her to drop the protective order. Most of the calls were made using PIN numbers assigned to other inmates, according to the arrest warrant.

The victim told Ibbison over the phone that she was aware of the 15-minute phone call limit the state Dept. of Correction places on phone calls, but he told her that he'd just call back after the call time expired, according to the arrest warrant.

The victim told police during the investigation that she'd fear for her safety if she dropped the protective order. She also told police she decided to report the excessive calls after she found out Ibbison was seeking visitation rights for someone.

Ibbison was taken to New London Superior Court on Wednesday where the arrest warrant was served and he appeared in court later that day. Ibbison now faces a protective order violation charge and bond was set to $150,000.

For the sentence Ibbison is currently serving, he's expected to be released in September 2029 and the criminal protective order will expire in 2073.
