BRIDGEPORT, Conn. — A 59-year-old Stamford woman, who owns a mental health clinic in Bridgeport, has been arrested and charged with submitting false claims to the Connecticut Medicaid Health Insurance Program.
According to a release from the state Division of Criminal Justice, Iselande Desyr owns Holistic Psychiatric Services, LLC on East Main Street in Bridgeport. Desyr was reportedly arrested on Oct. 17 by inspectors from the Medicaid Fraud Control Unit in the Office of the Chief State’s Attorney.
Desyr is charged with one count of health insurance fraud and one count of first-degree larceny by defrauding a public community. Desyr’s arrest warrant affidavit said that between January 2021 and November 2023, Desyr was an advanced practice registered nurse who was enrolled as a provider for the Connecticut Medicaid Program while owning the mental health clinic.
Prosecutors said that during this time, she was billed for services not provided and submitted billing codes for more expensive services than the ones patients really received, while also falsifying patient records. They said that through this fraudulent billing, Desyr acquired payments from the Connecticut Medicaid program worth $306,664, for which she was not meant to receive.
According to prosecutors, the money resulted in the crime of first-degree larceny by defrauding a public community. The health insurance fraud stems from the allegation that Desyr submitted claims to the Department of Social Services containing false, incomplete, deceptive and/or misleading information.
Desyr was released on a $250,000 non-surety bond and will appear in Bridgeport Superior Court on Oct. 29. Prosecutors said that health insurance fraud and first-degree larceny by defrauding a community are both B felonies and punishable by up to 20 years in prison
The case was investigated and will be prosecuted by the Medicaid Fraud Control Unit, which has received assistance from the Connecticut Department of Social Services – Office of Quality Assurance, the Connecticut Attorney General’s Office and the Stamford Police Department.
