HARTFORD, Conn. — The state's Office of Inspector General has released preliminary information and police body cam video of a Hartford officer firing a gun during an incident in the city overnight Saturday.
Officer Devanand Budhoo responded to a report of a hit-and-run crash on the 400 block of Wethersfield Ave. just after midnight Saturday.
While speaking with the owner of the damaged vehicle, Budhoo heard gunshots from a house across the street. A 30-year-old man ran out the front door as 34-year-old Luis Ortiz, of Hartford, was shooting toward the man, according to the Inspector General.
Budhoo returned fire, according to the IG, and no one was hit by gunfire.
Budhoo's body camera footage, released by the IG, shows Ortiz going back inside the home as Budhoo returned fire. At the same time, the 30-year-old man had run out to the middle of the street and laid down, the body cam footage shows.
Hartford police arrested Ortiz and he was charged with criminal possession of a firearm and related charges.
The investigation regarding the police-involved shooting is ongoing.
