Victim and suspect identified in connection to Hartford fatal shooting

The investigation is centering around the area of Prospect Avenue as investigators work out more details as to what happened.

HARTFORD, Conn. — Police have identified both the victim and the suspect in connection to a shooting on Monday morning in Hartford that left one dead. 

Officials said the victim was identified as Gregory Betsey, 43, of Hartford. 

According to police, the man was taken to Saint Francis Hospital, where he died from his injuries. 

Detectives collected surveillance video, spoke to potential witnesses, and quickly identified a suspect. 

The suspect was identified as Jordan Green, 27, of Hartford. 

Green was charged with 8 counts of criminal possession of a firearm, 2 counts of possession of a high-capacity magazine, stealing a firearm, possession of over 5 ounces of cannabis, and possession of a controlled substance other than cannabis. 

“We were able to obtain video that showed very clearly what happened. The victim was in the rear lot when he’s approached by the suspect on foot who opened fire and then fled on foot.,” said LT. Aaron Boisvert of the Hartford Police Department. “Everything that we have at this point, it appears to be targeted attack.”

Due to the footage, police said they had identified a person of interest in the shooting. Police also said that with the evidence they have so far, the shooting is believed to be targeted. 

"These two definitely knew each other," said Lt. Aaron Boisvert while providing details about the investigation.

“My first thought is how unfortunate for anyone that is involved. It’s a horrible thing to have happen to anybody,” said Kat Smith, who moved into an apartment on Prospect Avenue’s border with West Hartford on Saturday. Monday morning, she woke up to crime scene tape.

Earlier Monday morning, officers were on Wethersfield Avenue when they were flagged down by a shooting victim. Another man in his 40s had been shot around 4:30 a.m., three blocks from Bulkeley High School.

Forty-seven hours earlier, officers were called to Homestead Avenue after reports of gunfire. At the same time, two men in their 30s checked into St. Francis Hospital with survivable gunshot wounds.

Kalvin Lovejoy is a violence intervention specialist with the Brother Carl Hardrick Institute, which is housed inside the North End’s Wilson-Gray YMCA Youth & Family Center and works to quell “Interpersonal types of activities, domestic issues. We see young people unfortunately exposed to a lot of negativity and then that spills out into the neighborhood,” Lovejoy said. 

As the nation celebrates its independence with a long weekend, Lovejoy and others are working overtime with to strengthen relationships, provide enrichment for young people, and employ hundreds of students. It’s all an effort to provide services for a community impacted by violence. But he says organizations doing similar work could use more financial support for anti-violence work. 

“Violence in our community no matter whether it’s January or December, still stems from the same root and that is the high poverty rate in the City of Hartford,” Lovejoy said.
