'Most wanted' suspect in Canada double homicide extradited back to Ontario after being arrested in Hartford

ONTARIO, Canada — A "most wanted" suspect in a Canada murder, previously arrested in Hartford, was extradited to Ontario on March 12, according to the U.S. Marshals Service Monday.

Kevin Alton Francis, 29, of the Bahamas, is wanted on two counts of first-degree murder and one count of attempted murder from a fatal shooting that left two men dead at an Ontario nightclub in 2022, according to the U.S. Marshals Service.

Francis was arraigned at the Hartford Federal Courthouse and is facing charges of being a Canadian fugitive for the double murder and attempted homicide, the U.S. Marshals Service said. His extradition was handled by the the Department of Justice's Office of International Affairs of the Department's Criminal Division and the U.S. Attorney's Office for the District of Connecticut.

The U.S. Marshals District of Connecticut Violent Fugitive Task Force, alongside Marshals from the District of Maine, Hartford police and SWAT, arrested Francis on March 26 at a home on Magnolia Street. 

The arrest came following an investigation after the original incident on July 23, 2022. Detectives from the York Regional Police Homicide Unit worked alongside officials in Canada, U.S. Marshals, Hartford police, and the U.S. Attorney's office to develop information that led them to Hartford.

The U.S. Marshals' Service said that the incident in 2022 began at at 3:30 p.m. when an argument resulted in a shooting at the ATL Lounge in Vaughn, Ontario. Two security guards,  Tosin Amos-Arowoshegbe, 25, and Chibueze Momah, 22, died after suffering from gunshot wounds. A woman was also shot but survived after being taken to a hospital.
