Milford police charge former officer for after allegedly misappropriating over $184k in private funds

MILFORD, Conn. — A former Milford officer has been arrested and charged after a months-long investigation concluded he misappropriated $184,010.52 in private funds from the Police Benevolent Association.

Milford police said that on April 26, 2023, the PBA, reported to the Police Department that their President, Peter Parks, had stolen funds from the PBA over a period of several years. 

On May 2, the Police Department Internal Affairs Unit initiated an Internal Investigation into the conduct of Parks, who was being accused of misappropriating a large sum of money from the PBA. 

Parks was immediately relieved of duty; his police powers were suspended, and he was placed on Administrative Leave. 

Based upon the findings of the Internal Investigation, Milford Police Chief Keith Mello recommended to the Board of Police Commissioners that Parks be terminated from the Milford Police Department. A termination hearing was scheduled to be held on June 29.

Earlier on that date, and prior to the hearing, Parks resigned from the department. 

The Police Department began a criminal investigation, assisted by the Division of Criminal Justice, the Office of the Chief State’s Attorney, and the Milford State’s Attorney’s office. A Forensic Fraud Examiner from the Division of Criminal Justice reviewed the PBA financial records and conducted a financial analysis of those accounts.

It was determined that Parks, a Milford resident, misappropriated $184,010.52 in private funds from the PBA. 

On November 27, a warrant was issued, and Parks was apprehended on November 28 at 11:00 a.m. Parks, 42, was arrested and charged with Larceny in the First Degree. 

His bond was set by the court at $50,000. Parks posted a bond and is scheduled to appear in Milford Superior Court on December 26.
