City Hall itself was evacuated, along with several surrounding buildings while officers searched for the devices. The area around 200 Orange was coordained off and the public was asked to avoid the area.

The suspect in the case was apprehended on Whalley Avenue within two hours of the incident and was later identified as Robert Cardone, 22.

Cardone was taken into custody and charged with three counts of first-degree breach of peace, first-degree criminal trespass and criminal mischief in the third degree. He was held on a $500,000 bond.

The buildings in the area were swept by police and determined safe.
