State suspends NOA by September in Bangkok's liquor license in New Haven

A shooting occurred inside the business on Crown Street after a fight early last Saturday morning. It was the latest in a string of incidents that occurred there.

NEW HAVEN, Conn. — The state Department of Consumer Protection reports on Tuesday that NOA by September in Bangkok, a business located on Crown Street in New Haven, has had its liquor license suspended by the state.  

The suspension follows a referral to the DCP Liquor Control Division from New Haven police following an incident that occurred during the early morning hours last Saturday, as the business was reportedly the site of a shooting that occurred inside its premises following a fight.

Two women were grazed by bullets, and one was taken to Yale New Haven Hospital, DCP says.

In a separate incident on Nov. 11, 2023, a stabbing also occurred at the business. DCP says that a complaint in December 2023 alleged that alcohol shots were being poured directly into the mouths of customers during parties at NOA, and this past January, DCP found a minor inside the bar during an unannounced inspection.

In a letter, New Haven Police Lt. Brendan Borer wrote that NOA by September in Bangkok puts the lives of its customers at risk.

“This establishment poses an immediate danger to its customers, the commercial businesses that it adjoins, pedestrians and vehicular traffic,” Borer wrote. “This recent shooting incident could have resulted in loss of life or serious injuries. We are extremely fortunate that we did not have that outcome.”

DCP Commissioner Bryan Cafferelli agreed with Borer in a statement that it was only by luck no one was killed or seriously injured when gunshots were fired at NOA by September in Bangkok this past weekend.

“It is clear from this incident and others that NOA is operated in a way that threatens public health and safety for patrons and neighboring businesses in downtown New Haven. Thank you to the New Haven Police Department for their ongoing work to address issues at this establishment,” Cafferelli said.

According to DCP, the business’ premiere liquor license is suspended, and it may not serve alcohol until further notice. The permit was first issued to NOA by September in Bangkok on July 27, 2022, and will expire on July 26, 2025.
