Leonard Weaver was murdered on December 10, 1993.
He was shot seven times as he entered the rear door of 81-83 Sharon Street, Hartford.
He was found dead by the landlord who heard the gunshots and came up from the basement to check on the noise.
Weaver was at the address because his girlfriend Wanda lived on the second floor and she was having trouble with third floor residents.
They were West Indian drug dealers.
