Police announced Monday that 37-year-old Paul Rosenberg, of Litchfield, had turned himself in to authorities over the weekend.
Rosenberg is charged with fourth-degree sexual assault.
Police began an investigation in September after an inmate told staff that one of his friends, a fellow inmate, had been treated inappropriately by Rosenberg. When approached, the victim said Rosenberg had touched him inappropriately and made inappropriate comments to him on several occasions. Video surveillance from within the jail supported his claims.
Originally, the victim, who is in jail for the first time, though this was how all correctional officers treated inmates, but that eventually it got to a point where he felt singled out.
“He seemed to be grooming me into his gay lover,” the victim said in a written statement to police, according to court documents.
The victim also said that Rosenberg somehow got his girlfriend’s phone number, and called her constantly. He also confiscated the victim’s letters and photos from his girlfriend, and Rosenberg posted those on the wall in his office.
Court documents indicate the Department of Corrections has placed Rosenberg on administrative leave.
Rosenberg is scheduled to appear in court March 14.
