HARTFORD -- Police have made an arrest in Monday's double homicide in the city's South End.
He is being held on $3 million bond and appeared Wednesday.
Police responded to the area of Campfield Avenue and Cowles Street around 10:30 p.m. Monday night. Officials said they found Joshua Cortez, 22, of Hartford, lying in the roadway. He was pronounced dead at the scene of the shooting. Alysha Ocasio, 23, of Newington, inside the car later died at Hartford Hospital.
A witness said that as one of the victims fell to the ground, Silva shot several more rounds and said, "This is how Joseph Silva does it."
Deputy Chief Brian Foley said the deaths were due to domestic relationship issues escalating between the suspect and the victims.
The Shooting Task Force Division and the Major Crimes Division is investigating.
At a vigil, Wednesday, more than 100 family members and friends mourned the loss of their loved ones.
"It's the worst feeling in the world it is the worst feeling in the world," Joshua's father Jose said. "You don`t want to outlive your kids, ever."
Ocasio's cousin Phillip Smith said he hopes everyone learns from this, and stops the violence.
"Alysha was a very loving and caring person, very well educated, always looking out for the family," Smith said. "She was just an innocent bystander in a misunderstanding."
