WOLCOTT–Several months after an injured, abused dog was seized from a Wolcott home, his former owner has been charged.

In July, someone called 911 to say that a dog had been left outside since the night before. Animal Control and a police officer responded and found the dog tied up with no shelter, no food and no water, despite it being 88 degrees and humid.

Police contacted the owner, James Folmsbee, who confirmed he’d left the dog out. He said he wouldn’t be back until that night and to bring the dog inside his home.

However, when police entered the home they found it a mess, with blood on the floor. That’s when they realized the dog had two cuts on his legs.

The dog was seized and brought to the vet to recover.

“We were not about to give the dog back to Folmsbee and risk further harm to the dog,” Chief of Police Edward Stephens said in an email to FOX 61.

Folmsbee is out on bond for a charge of cruelty to animals, but the judge has ordered him not to have contact with any pets until the case is resolved.
