Woodstock homeowner arrested after 103 animals seized from deplorable conditions

All of the animals were suffering from dehydration, skin infections, and fur/feather issues, officials said.

WOODSTOCK, Conn — Over 100 animals were taken out of deplorable conditions at a Woodstock home, and the property owner was arrested, according to Connecticut State Police.

Tracy Donovan, 59, was arrested Wednesday and faces 103 counts of cruelty to animals.

In January, The North East Council of Governments animal services got an email from someone about them traveling to a home in Woodstock to appraise it. The emailer said the house would have to be stripped down to the floor "because the subfloor is worn from all the animals." The emailer also said the smell was so strong that it stuck to their clothes. The emailer attached photos of the home and the dogs in cages living in deplorable conditions.

The Conn. Dept. of Agriculture visited the home in June after someone called the department about the dogs' health at the Woodstock home, saying that the owner, Donovan, was trying to sell "dirty and skinny dogs and puppies" from the home.

The DoAg officer found dozens of dogs in cages and could hear the distress in their barks. The officer also found two goats standing in inches of their own feces and shavings. None of the animals appeared to have access to food, water or fresh air, according to the arrest warrant.

Four older dogs were found suffering in the house, and the dogs were taken to a veterinarian in July, where they had to be euthanized due to the neglect and chronic disease they were enduring, the arrest warrant states.

Officials seized 103 live animals from the home; 96 dogs, two cats, two exotic birds, a wild rabbit and two goats, according to the arrest warrant. All of the animals were suffering from dehydration, skin infections, and fur/feather issues; all the dogs were suffering from flea anemia, officials said.

Donovan's bond was set to $150,000 and is not allowed to possess any animals upon her release.
