When police arrived, they encountered Parent walking in a fenced-in area. A parent told police that he was a subcontractor for a telecommunications company, but he was unable to provide investigating Troopers with documentation verifying his employment or for the work assignment.

A Telecommunication Engineer for the State of Connecticut was subsequently requested to respond and perform an inspection of the site.

Police discovered burglary tools and it was determined that Parent had trespassed onto state property by using bolt cutters to gain entry and was attempting to take copper materials secured within the fenced-in area.

Police said Parent admitted to attempting to steal copper materials from the site. This resulted in an estimated $5,000 in damage to state property.
