TORRINGTON, Conn. — The former executive director of the Community Kitchen of Torrington pled guilty earlier this month to two counts of fabricating physical evidence, according to a release on Tuesday from David Shannon, the Litchfield Judicial District state’s attorney.
Lisa Hageman, 56, of a Torrington, was arrested on Oct. 3, 2023, after allegations that she provided fraudulent community service letters to people in exchange for cash and gift cards.
As part of the plea agreement, Hageman received a five-year suspended prison sentence and five years of probation and was also ordered to make restitution of $1,000, the release said.
According to the arrest warrant affidavit, Hageman was working at the Community Kitchen of Torrington, a nonprofit that has been operational since 1983, when she provided a community service letter to a person who was required to perform community service as part of the terms of a criminal case pending in Litchfield Superior Court.
In exchange for the letter stating that the individual completed the community service, Hageman received two BJ’s Wholesale gift cards totaling $1,000 from that person, according to the release.
The community service letter was then provided to the Office of Adult Probation, indicating that the individual had completed the court-ordered community service hours, when none of the hours had been completed, Shannon said.
The affidavit included that Hageman provided a community service letter to another individual on Sept. 15, 2023 and falsely indicated that this person had completed his court-ordered community service in exchange for $1,000 cash. This transaction was captured on an audio and video recording device, according to Shannon.
Hageman was arrested by inspectors from the Office of the State’s Attorney, Judicial District of Litchfield, the release said.
Shannon credited the Waterbury Police Department’s Narcotics Unit and the Connecticut State Police Troop L for assisting in the investigation.
