Corrections officer arrested in fatal Meriden highway shooting

William Lucky, Jr. was charged with murder and held on $2.5 million bond.

MERIDEN, Conn — Police have arrested a corrections officer in connection with the fatal shooting of a Middlefield man in what is believed to be a road rage incident last week in Meriden. 

William Lucky, Jr. 32, of North Haven, was charged with murder and held on a $2.5 million bond. He is expected to be arraigned Wednesday in Meriden court. 

On January 14, police received multiple 911 calls reporting a shooting incident on I-691 Eastbound in Meriden near exit 2A. When they arrived, they found Scott Kracke, 49, of Middlefield, lying on the right shoulder with multiple gunshot wounds. He was taken to a nearby hospital and later pronounced dead. 

Witnesses said that Kracke had been driving a Nissan pickup truck and had been involved in a road rage incident with a dark-colored sedan driven by an unknown man.

A woman traveling with Kracke said that a dark-colored sedan cut them off and Kracke then passed the sedan and braked suddenly. The drivers got out of their vehicles after stopping at the side of the road. 

The woman said she got out of the truck and saw a friend who had been traveling in another car behind them who had also stopped. 

She told police, according to the warrant, that she saw Kracke lying on the side of the road and thought that the car had hit him. 

She told police she had not heard gunshots.

The friend who drove up to the scene told police that as he was driving up to the stopped cars, he saw the pair outside their cars standing face to face. The suspect then shot Kracke who fell over onto the road. 

According to the friend, the suspect then stood over Kracke and fired several more rounds. He then got back in his car and drove off. 

Police said Kracke and the man stopped and got out of their vehicles and confronted each other and the suspect took out a gun and started shooting the victim at close range. The medical examiner later said Kracke had been shot in his head, chest and extremities.

A short time later, Lucky came to the Hamden Police Department around 10:30 p.m. and said the he had been involved in an incident earlier in the evening in Meriden. He identified himself as Correction Officer William Lucky. After saying he had been involved in the incident on I-691, he told police that he had shot someone. He gave police a Glock 19 9mm gun that was registered to his name. He said that he had returned to his vehicle and left as his 3-year-old was in the car and he was afraid the other person would come after him. 

Lucky declined to be interviewed further by police and left the station with family members. 

When interviewed by police, the mother of the 3-year-old said she was in the car at the time of the shooting. She described the car being cut off my the truck and the drivers stopping and getting out on the side of the road, and "everything went to hell." She described Lucky returning to the car after she heard gunshots, and he said, "I didn't want to do this." Lucky then brought her to his mothers house and turn himself in.
