Former Meriden emergency dispatcher faces computer crimes charges

MERIDEN, Conn. — Meriden police arrested a former 911 dispatcher after he illegally accessed a law enforcement database, according to the city's Department of Emergency Communications Thursday.

Jonathan Miller, 26, is facing a charge of two counts of computer crimes in the third degree. Police released him on a court-ordered written promise to appear. 

Miller worked for the Meriden Emergency Communications Division as a dispatcher trainee from July 24, 2023 to July 19. Although he was terminated while on probationary status, it was unrelated to his arrest, according to N'Koy Moore, assistant director of emergency communications. 

On Aug. 25, Meriden police received a report that Miller illegally accessed the Connecticut On Line Law Enforcement Database, or COLLECT, to look up the address of a "known acquaintance," Moore said.

Investigators learned that Miller told a relative of the acquaintance about accessing the address while working for the city of Meriden, according to Moore.

An audit by the State of Connecticut CJIS Systems Agency found that Miller used COLLECT two times to look up the person's information, Moore said.

On Sept. 3, Miller went to the Meriden Police Department for an interview, where he allegedly admitted to using the COLLECT system multiple times to look up the address of his acquaintance.

Moore said that police obtained an arrest warrant for Miller on Sept. 12. He then turned himself into the police department.

"Any suspected misuse of the COLLECT system will be investigated immediately and thoroughly," Moore said. "If proven to be true, criminal charges will be sought, and we will cooperate fully with any police investigation to ensure that justice is served."
