In-custody death after arrest at Milford grocery store parking lot under investigation: Inspector General

The death of a Milford man who was put in local police custody is under investigation.

MILFORD, Conn. — The Office of the Inspector General is investigating the death of a Milford man that happened after local police arrested him in a grocery store parking lot this week.

Milford police officers were called to Big Y on 150 Boston Post Road just after 10:30 a.m. Wednesday for a shoplifting report.

Responding police saw Michael Brown, 52, leaving the store. Brown was wanted on eight outstanding shoplifting arrest warrants, according to the IG.

Police asked Brown to stop and followed him to his car, the IG said.

When Brown did not stop for police and entered the car, officers "physically removed" him and put him in handcuffs. Afterward, Brown complained of "shortness of breath and leg pain," the IG said.

A portion of police body cam video provided by the IG shows the struggle between Brown and officers, with the car horn blaring and a dog in the passenger seat barking.

"My leg is broken!" Brown can be heard saying to police multiple times in the body cam video.

Milford firefighters responded to provide medical aid, officials said. Brown stopped breathing while he was being taken to a nearby hospital, and he was pronounced dead at the hospital, the IG said.

The Office of the Chief Medical Examiner has not yet determined the cause and manner of death, but an autopsy was performed Thursday, the IG said.

The investigation into this in-custody death is ongoing.
