Rental car dispute leads to chase, arrests: Naugatuck Police

It started with the rental of a Honda from an unlicensed agency in Waterbury.

NAUGATUCK, Conn. — A dispute over a Honda Civic rented by an unlicensed agency in Waterbury moved from there to Torrington and eventually a disturbance at the Naugatuck police department with several arrests last week. 

Naugatuck Police said that James Hughes, 23, of Waterbury, rented a 2020 Honda Civic from an unlicensed car rental business in Waterbury. The car rental business owner, Salvador Williams, 38, of Cheshire, told police that because there was a non-payment and the car was not returned, he and Jasmine Vargas, 35, of Cheshire, and Nicky Grav, 18, of Cheshire, chased after the Honda in a BMW

The trio pursued the Honda through Waterbury and onto Route 8 Northbound into Torrington. At that point, police said there was a confrontation, allegedly involving a firearm, prompting involvement from Torrington Police. 

Police said the pursuit continued on Route 8 southbound until Connecticut State Police Troop B intercepted the Honda, but the pursuit was terminated. The BMW continued to pursue the Honda until both vehicles reached the Naugatuck Police Department, where there was another confrontation.

Once at Naugatuck Police Headquarters, Hughes reported being carjacked and alleged that the suspects fired rounds at him. However, police said that subsequent investigations revealed inconsistencies in Hughes's account.

Connecticut State Police Troop B issued Hughes a misdemeanor summons for motor vehicle and criminal charges related to the pursuit on Route 8. In addition, Hughes was arrested by this agency on charges including Interfering with an Officer, Breach of Peace, False Reporting of an Incident, and Operating Under Suspension.

Vargas, Grav, and Williams were all charged with Breach of Peace. 

All were released on non-surety bonds with a court date scheduled for February 14.

Police said no one was injured in the incident.
