Man charged with violating protective order in Newington, shelter-in-place lifted

The shelter in place has been lifted after people were asked to avoid Webster Court, police said.

NEWINGTON, Conn. — A man was arrested after a police investigation in Newington prompted residents to shelter in place Tuesday afternoon. The shelter in place has since been lifted.

Police said they received a report at noon from a concerned person that Michael Elliott, 32, of New Haven, was violating a protective order by visiting a home at the Country Side Condominium Complex on Webster Court.

Officers who went to the area determined that Elliott was alone inside the home and received information that he may have been armed, according to police.

While communicating with him, police said that Elliott refused requests to leave the home, prompting assistance from the Capitol Region Response Team to the residence.

Police said Elliott was arrested after CREST eventually convinced him to surrender peacefully. They later determined he was unarmed and that no one had been hurt.

Elliott is facing charges of violation of a protective order, criminal trespass in the first degree, breach of peace in the second degree and interfering with an officer. He is being held on bond and is expected in court Wednesday.

Police ask anyone with information regarding the incident to contact the Newington Police Department. 

Police said that any domestic violence victims can contact their local police department or the Connecticut Coalition Against Domestic Violence at 1-888-774-2900.

At 3:40 p.m. on Tuesday, New Haven police posted an alert on X asking residents of the Countryside Condominiums to "shelter in place for the time being" for the investigation and avoid the area of Webster Court.

In an update an hour later, police said the shelter-in-place was lifted.
