WATERBURY, Conn — A former employee in the corporation counsel’s office for the city of Waterbury was arrested again for allegedly stealing more than $15,000 from the city and using former co-workers' credit card information to buy things for herself.
Phyllis Labarge, 65, of Middletown, was arrested Wednesday after an investigation showed that she stole cash and money-order payments from individuals making court-ordered restitution for property damage to the city.
Police, who launched the investigation earlier in February, said they found Labarge had misappropriated more than $15,000 between 2019 and 2023 while she was working for the city’s Corporation Counsel office. In some instances, she also deleted computer files.
She was charged with larceny, forgery, and computer crimes.
On Feb. 1, police charged the 65-year-old woman with larceny, payment card theft, and illegal use of a payment card.
In those charges, she is accused of fraudulently obtaining credit card information from two other employees from the Corporation Counsel’s office. Police said the credit card information was used during 20 separate transactions to purchase a variety of items between Dec. 7-20, 2023.
Labarge resigned from her post on Jan. 4.
