Woman arrested after July 2023 fatal crash on I-395 south in Norwich: State police

NORWICH, Conn — A woman turned herself into Troop E in Montville Wednesday following a fatal three-vehicle crash a year ago on Interstate 395 south in Norwich, according to Connecticut State Police.

Kristi Vincent, 28, of Lisbon, is facing charges of endangering a highway worker, reckless driving, following too closely resulting in motor vehicle accident- construction zone, failure to slow down/move over for emergency vehicle, distracted driving in construction zone, manslaughter in the second degree and assault in the second degree.

State police said that troopers, along with medical and fire services, were called to the scene of a crash involving three vehicles that happened at 12:13 p.m. on July 31, 2023, in the area of I-395 south, between exits 14 and 18, in Norwich.

Investigators determined that a 2015 Nissan Sentra S was traveling south in the right lane of two and slowed down to 4 mph due to traffic congestion as a result of a highway construction project and the left lane closed ahead.

A 2003 Nissan Sentra XE was traveling behind the Sentra S and collided into the rear of the car, state police said.

Vincent, who was traveling in a 2017 Nissan Rogue in the same lane and direction, hit the Sentra XE in the rear, causing it to then collide with the Sentra S a second time.

The Rogue's right passenger side then hit the Sentra XE's front right corner before the two vehicles came to a rest, state police said.

The front passenger of the Sentra XE died from their injuries in the crash, and the driver had serious injuries, state police said.

State police said that Vincent was distracted prior to the crash as she turned to face a child sitting in the second-row passenger seat of the Rogue and had failed to slow down below the speed limit when entering the construction zone.

Vincent was released from custody on a $50,000 court set bond and is scheduled to appear at Norwich Superior Court on Aug. 8.
